Submission for USCG (AMS) application for approval

 

U.S. Coast Guard announced final rule for ballast water management system and the regulation has been applied from June 21st, 2012 regardless of IMO ballast water management ratification.

 

On June 15th, USCG published an official document “Obtaining an Alternate Management System determination for a foreign type approval ballast water management system”, and the purpose & definition of Alternate Management System(AMS) is described as follows.

 

[Noting that the implementation of the USCG approval process will likely take three years, the final rule allows for temporary acceptance of a BWMS approved by a foreign Administration in accordance with the standards in the IMO BWM Convention, provided that the Coast Guard determines that the BWMS is at least as effective as BWE. Such system is referred to in the final rule as AMS.

 

BWDS(Ballast Water Discharge Standard) stated on USCG final rule is same with the standard of IMO D2, but requirement of phase is not applied, henceforth the ships don’t have the BWMS that didn’t acquire USCG type approval will be prohibited for sailing in the US coast. However, if the system was acquired AMS approval by USCG and satisfied by IMO G8 means administration type approval, they are allowed to use for 5 years in US from the application time, USCG rule takes effect from now as starting point, therefore how fast BWMS makers can acquire USCG(AMS) type approval would be an important variable in the future market.
